Europeans, after 75 years of relying on American money, personnel, technology, and policies for security, now realize that NATO may not survive the reproachment between the U.S. and Russia and are rapidly trying to implement major civil defense programs to provide their protection Americans used to provide for them.
They have woken up to the reality that they must defend themselves. To do so, they have rediscovered their civil defense programs, once robust, are broken and must be fixed if they are to have any chance of surviving in the future.
WARNING: The fatal flaw of these disparate and diverse civil defense programs is the central flaw of NATO, that is, there is no European civil defense program. There is only a Swedish, Finish, Norwegian, Polish, German, French, Estonian, Latvian, Lithuanian, and other sundry civil defense programs, there is no unity. The fatal flaw of NATO is the fatal flaw of these emerging European civil defense programs, policies, plans, and strategies.
For repeatability, cost reductions, shared lessons, supply chain issues, measuring, analyzing, improving, controlling, standardization, and a host of other strategic reasons, it makes eminent sense to have a European civil defense program, rather than independent programs in each country.
Worse, these new civil defense programs are not being developed under consultation with the gold standard of civil defense programs in the whole world: Switzerland. More on that below.
The disunity, fighting, noncooperation, sloth, lack of discipline and willingness to sacrifice the American military had to endure in NATO for the past 75 years is repeating in these civil defense pushes. I am not hopeful the Europeans will be able to overcome these problems once the United States leaves NATO to concentrate on the primary threat to its future, the Communist Chinese Party.
Europe’s Rediscovery of Civil Defense
It seem like every day some European country announces a new civil defense program. Multiple European nations that have recently taken steps toward issuing or updating civil defense or preparedness guidelines. Examples follow.
Sweden: Sweden has been enhancing its civil defense capabilities, including public guidance, as part of its rearmament efforts and NATO membership. Swedish civil defense has a long history. See here, here, and here. Their current guide is called “In Case of Crisis or War.” They distributed it to every household in Sweden.
Finland: Finland has been updating its civil defense strategies in light of its proximity to Russia. And they are even helping Ukraine build survival shelters. Finish civil defense also has a long history. See here, here, and here.
Norway: Norway’s civil defense guide is called, “How You Can Play Your Part in Norway’s Emergency Preparedness: Advice on Emergency Preparedness.”
Poland: Poland has significantly increased civil defense measures for public readiness, as part of its response to regional threats.
Germany: Germany has been revising its civil defense framework, with updates to infrastructure resilience and public guidance and civilian preparedness. They are creating an App so Germans can identify nuclear shelters on their cell phones.
France: France has been active in civilian preparedness. They are creating a 30 page survival guide for their citizens. To their credit, it comprehensively covers war, nuclear fallout, emergency communication, cyber attacks, health crisis, natural and manmade disasters.
Swiss Civil Defense: The Gold Standard
To make it costly for the NAZI’s in case they invaded Switzerland in WWII, the Swiss dug deep into their mountains and built bunkers that can shelter 9 million plus citizens. They have built over 360,000 bunkers to keep their citizens safe. Switzerland is the only European country where a shelter space is available for each citizen, as promised within its constitution. While a federal policy, it is executed and regulated by the cantons.
By 2006 the authorities announced that Switzerland has enough shelter space for 114 percent of its population. No other country in the world has ever established such a comprehensive system of subterranean survival cells. To this date, a total of 360,000 private and 2,300 public shelters have been built. A Tip for the New European Civil Defense Converts
No country has built survival bunkers at the scale of Switzerland. They have an expertise developed over 85 years of what works and does not work. Their air filtration systems are cutting edge. Their food, water, and medicine storage technology is unsurpassed.
Given their expertise, I hope all the other European countries who have woken from their sleep and rediscovered civil defense finally first contact the world’s best civil defense experts, the Swiss, and tap their expertise.
The Problem with Mass Mailing European Survival Guides
There are three main problems with the European elites mass mailing survival guides to their citizens they consider proles.
Without education the average European about the comprehensive need for training for natural and manmade disasters, it will create anxiety, hysteria, and panic. Average Europeans know the sudden interest in bunkers, survival guides, and dramatically increased defense spending is due to the perceived threat of Russian marching into European countries to seize territory. ONLY the American military can prevent that scenario.
The Swiss Zivilverteidigungshuchm 1969 Example
In 1969, Switzerland provided every household with the Zivilverteidigungsbuchm, a 320-page paperback book with an initial run of 2.6 million copies in all three national languages provides lessons in what the current approach of the European governments to force feed their populations with civil defense expertise results in.
In the letter accompanying this delivery to the nation’s people it explained the purpose of the work as follows: “The booklet is intended as a guide: in relation to future events, to trials that could beset our population, natural catastrophes and major disasters; it is also in preparation for times of potential danger to our homeland… Keep the booklet in a safe place, read it carefully, check every once in a while that everything is prepared, and do your bit to make sure we can look to the future with confidence.”
The work became controversial because of the concept of the enemy that it presented: the enemy came from within as much as from without. The book painted a picture of a Switzerland that had been infiltrated by foreign ideas, by parties and organizations from abroad. Its collaborationist warnings clearly referred to the Swiss Left.
In the Zivilverteidigungsbuch this is referred to as the second form of war: “The second form of war is so dangerous because it is not outwardly recognised as war. The war is concealed, obscured. It plays out against the backdrop of an outward appearance of peace, and takes the form of a civil revolution. The beginnings are small and apparently innocent – the end is as grim as the war itself.”
There was great outrage in left-wing circles, as these groups were defamed in the booklet as potential public enemies. A number of bookshops offered to exchange the free book for current books by Swiss authors, free of charge. The work was even publicly burned at a demonstration in front of the federal parliament building.
The booklet was intended to prepare the civilian population for armed conflict and nuclear war. It described the course of a war from preparation to a nuclear strike, to guerrilla warfare and liberation. The scenario was based, essentially, on World War II.
Rather than concentrating on factual civil defense knowledge to educate Swiss citizens about how to prepare and what to do, it was a polemic. Due to this misdirection, it was not received as well as it could have been with Swiss citizens.
However, to its credit, the book was reprinted in a number of countries and appeared in Arabic, Chinese and Japanese.
The critical fault of the Zivilverteidgungsbuch civil defense is that it was created by an out of touch Swiss elite who then tried to impose it on the Swiss population without input from those citizens. It is the same fault these newly minted European civil defense “experts” are making.
European Defense Realities
Because the U.S. provided the men, money, material, strategy, planning, and policies that kept the Russian bear out of Western Europe, Europeans grew fat, soft, and lazy. They never met their recruitment numbers or financial obligations to NATO.
And before any European elitists attack me as a MAGA fool for saying that, I got that from my uncles Billy and Ray Curley who are both buried at Arlington National Cemetery who served in the USAF in Asia and Europe during the 1950’s, 1960’s, and 1970’s. They experienced first hand that the Europeans never had the same commitment or willingness to sacrifice for European security the Americans did.
Tragically, the Europeans have an elitist approach whereby their most privileged rulers do not respect or include average Europeans in their thoughts, planning, or lives. J. D. Vance tried to inform the European elite about this fatal flaw recently but they refused to listen.
European elites sense it. Take Mario Draghi’s four-hundred-page report last September, which rang the alarm bell over the dismal economic performance of the EU. Filled with graphs with downward sloping lines, the report shows that there had been no growth, no innovation, no productivity increases, no wage growth, no convergence. It is a sobering message that contrasts sharply with the happy agit-prop with which the European Commission daily floods its citizens in an attempt to convince them that there is a bright and shining future after all.
Here’s the secret. Civil defense succeeds if it is an innovative, tactical, creative, private sector enterprise, as in The American Civil Defense Association, this American Tactical Civil Defense Substack, or Utah Shelter Systems.

The problem with the Swiss and nearly all European countries, is the “mass migration” aka illegal invasions that have occurred and have caused and are causing chaos and widespread crime to which the governments are turning a completely blind eye.
I wonder if the Swiss have started to adjust the numbers of bunkers to house the criminals alongside their native citizens…
